BOT (Build-Operate-Transfer): Under this model, the owner signs a concession agreement with the service provider, who undertakes the project’s investment, construction, operation, and maintenance. During the term specified in the agreement, the service provider regularly collects fees from the owner to recover the system’s investment, financing, construction, operation, and maintenance costs and to earn a reasonable return. Upon expiration of the concession period, the service provider transfers the fixed assets to the owner free of charge. This is an investment model characterized by the transfer of ownership at the end of the concession period.
