III. Qualification Requirements for Open Competitive Consultation Bidders

3.1 This project does not accept responses from consortia.

3.2 Any enterprise listed on legally mandated public disclosure platforms—such as “Credit China” and “Tianyancha”—as being subject to legal risks or included on lists of discredited entities prior to the deadline for submission of response documents shall be disqualified from participating in this open competitive consultation.

3.3 This public competitive consultation requires that participating entities possess independent corporate legal person status duly registered within mainland China and hold a unified business license, an organization code certificate, and a tax registration certificate.

3.4 Participating entities in the open competitive consultation shall comply with national laws and administrative regulations.

3.5 Participating entities in the open competitive consultation must possess the financial capacity necessary to perform the contract, maintain sound financial standing, not be under an order to suspend operations or in bankruptcy, and have assets that are neither seized nor frozen.

3.6 1. Bidders participating in the open competitive consultation shall not fall under any of the following circumstances; otherwise, the procuring entity shall have the right to reject their bid or disqualify them from winning the contract:

Having a conflict of interest with the tenderer that may compromise the fairness of the bidding process;

The same person in charge is affiliated with all other entities participating in the open competitive consultation for this bidding project.

There exists a controlling or managerial relationship with other entities participating in the open competitive consultation for this bidding project.

Those who have had their eligibility for public competitive consultation suspended or revoked in accordance with the law, or who have been subject to corresponding qualification measures by the tenderer’s supplier management department;

4.5 Units that registered for the second open competitive consultation may obtain the documents for the third open competitive consultation by registering via email, and the deposit paid for the second open competitive consultation will automatically be credited as the deposit for the third.

4.6 Units that fail to pay the security deposit by the due date shall be disqualified from participating in the open competitive consultation for this project.

4.7 , Conformity Review

The Public Competitive Consultation Supervisory Group will review the relevant qualification documents, certificates, and credentials submitted by registered entities to determine whether they meet the requirements set forth in the conformity assessment form. Any entity that fails to satisfy even a single criterion of the conformity review will be disqualified and will not proceed to the next stage of evaluation.
