The environmental protection industry is poised to seize new development opportunities. The National Conference on Ecological and Environmental Protection, which concluded last weekend, not only assessed the current state of ecological civilization construction but also set forth new requirements for advancing ecological civilization in the new era. Several industry insiders noted that the full impact of this conference on the sector can only be accurately evaluated once the accompanying policies are released. For the first time, the central government has placed particular emphasis on the business models and investment mechanisms within the environmental protection industry. This focus clearly benefits leading enterprises in niche segments of the environmental protection sector that have clear business models and robust cash flow positions—for example, the hazardous waste disposal sector.

The environmental protection industry is poised to seize a new round of development opportunities. The National Conference on Ecological and Environmental Protection, which concluded last weekend, not only assessed the current state of ecological civilization construction but also set forth new requirements for advancing ecological civilization in the new era.

Several industry insiders noted that the specific impact of this conference on the sector can only be fully assessed once the accompanying policies are released. For the first time, the central government has placed particular emphasis on business models and investment mechanisms in the environmental protection industry. This clearly represents a positive development for leading companies in niche segments with clear business models and robust cash flow positions—for example, Dongjiang Environmental Protection in the hazardous waste disposal sector, Guozhen Environmental Protection in water services operations, and Gezhouba Group in the recycling and utilization of renewable resources.

Promoting comprehensive rural environmental improvement is drawing attention.

Compared with the seven previous National Environmental Protection Conferences, this National Conference on Ecological and Environmental Protection is of an unprecedentedly high level, underscoring the central government’s extraordinary emphasis on ecological and environmental protection.

The Congress has positioned ecological civilization construction as a fundamental strategy crucial to the sustainable development of the Chinese nation, and proposed ensuring that by 2035, the quality of the ecological environment will have fundamentally improved and the goal of a Beautiful China will be largely achieved.

Addressing prominent ecological and environmental issues remains a top priority for people’s livelihoods. The conference emphasized that resolutely winning the battle to safeguard blue skies is of paramount importance. We must deeply implement the Action Plan for Water Pollution Control and fully carry out the Action Plan for Soil Pollution Control, thereby achieving goals such as “restoring clear blue skies, white clouds, and twinkling stars for our people.”

According to Guosheng Environmental Research Report, non-electric air pollution control and automotive exhaust emission control are likely to become top priorities in the future.

The conference also proposed continuing to carry out initiatives to improve rural living environments and create beautiful, idyllic countryside landscapes that preserve the birdsong and floral fragrance of pastoral settings for local residents. Focusing primarily on the management of rural waste and sewage as well as the enhancement of village appearance and environment, we will promote comprehensive rural environmental improvements. The state’s investment in rural areas should be tilted toward these key areas.

“This highlights that, in addition to the battle for blue skies (air), the campaign to tackle black and odorous water bodies in urban areas (water), and the action plan for soil pollution prevention and control (soil), rural environmental governance has now become the focal point of the next phase of environmental protection efforts,” a industry insider told a reporter from the Shanghai Securities Journal.

  Market-oriented approaches drive industry development.

The conference proposed fully leveraging market-based mechanisms, improving the pricing mechanisms for resources and the environment, and adopting a variety of approaches to support public-private partnership projects.

“This addresses the key pain points that have been hindering the development of the environmental protection industry from the perspectives of payment and business models,” the aforementioned source told reporters.

He cited as an example that since the beginning of this year, tap water prices in cities such as Jiangyin and Nanchang have entered a period of price increases. As the prices of resource-based products gradually reflect their scarcity, on the one hand, the profitability of companies and individual projects has improved, attracting more social capital to participate—in particular, waste management and wastewater treatment projects must be carried out via the PPP model. On the other hand, this trend is also compelling users to enhance their environmental awareness and proactively increase their investment in R&D for technologies and equipment related to environmental protection, energy conservation, and consumption reduction.

Given the public-good nature of the environmental protection industry itself, the conference also proposed—particularly in areas of environmental governance that are difficult to address through market mechanisms—that we should gradually establish a regular and stable mechanism for fiscal funding input, improve the diversified environmental protection investment system, and study and introduce structural tax-reduction policies that promote green development.
